It is under construction and off limits to anyone but a few employees of a discreet construction company. Their secrecy is a big part of the generous paycheck they receive.
Rumors are that it will become a place of worship to anyone that wants to pay respects to the good Dragon God of the Desert. Openly practicing this faith is outlawed/looked down upon by the Temple of Waukeen, so only underground meetings take place during the cover of night. The Temple will be remade into a safe haven, where people can help eachother without the need of coin being exchanged.
